Since 1956, the Alberta Capital Finance Authority (ACFA), originally the
Alberta Municipal Financing Corporation (AMFC), has contributed to the
progress and growth of communities throughout Alberta. "Last year
we celebrated Alberta's centennial and that was a very special time for
Albertans," said Terry Stroich, the Authority's President. "ACFA's
50th Anniversary this year is also an important event, since the Authority
has played such a vital role in helping to build the province."

The following appendices in the ACFA Borrowing
Manual have been replaced by interactive programs to assist municipalities:
- Debt
Limit Worksheet (DLW) - replaces Appendix C in the Borrowing Manual.
Municipalities can now complete and save debt limit information on
all loan applications to ACFA.
- Loan Calculator- replaces Appendix
K (Annual Payment Amortization Table) in the Borrowing Manual.
Borrowers can use this loan calculator to determine loan payments. In
addition a repayment schedule is provided.

The following borrowing by-law formats may be
used for by-laws passed after January 1, 2004 related to the new ACFA Lending
Policy. We have included a "sample" by-law as well as a "clean"
by-law for each by-law format listed. These are in MS Word format and
will open in a separate window.
For your information below is a Ministerial
Order exempting amending by-laws that changed the repayment terms from annual
to semi-annual payments adopted prior to December 31, 2003, from the advertising
requirements in the Municipal Government Act.
