Worksheet
1. General
Alberta Capital Finance Authority (ACFA) has developed this Debt Limit
Worksheet (DLW) to assist municipalities to determine their debt
limit position. The DLW allows municipalities to complete,
store and retrieve information on their current debt limit to be included
as part of the supporting documents for debenture application and approval.
The amounts are calculated based on the current
lending rates posted on this web site.
Please ensure that your browser is at least Version 5.5 of Internet
Explorer, or Version 4.75 of Netscape Navigator.

Part 1 of the DLW - Single By-law or Loan Application
- Complete all applicable sections of
Part 1 (a) to (g).
- In Part 1(h), select the text "Use
Multiple By-laws button if > 1", and type the By-law number.
If there is more than one, see #3 of these instructions below.
- In Part 1(h), enter the dollar amount.
- A secondary window will open called
"Repayment Schedule".
- under Recalculation Options, select
payment type
- change to the appropriate term
- type in the deferment term, if applicable
- click "Recalculate Loan Payment"
- the Repayment Schedule will refresh
based on the new information
- print the Repayment Schedule, if required
- important: click "Transfer
to Form" (payment info will transfer to DLW), click OK
- click X to close the Repayment Schedule
window (top right of screen).

Part 1 of the DLW - Multiple By-laws
Please note:
Version 5.0 of Internet Explorer may cause problems if you use the Multiple
By-law entry section. Please consider upgrading your browser.
The "Multiple By-law"
button is to be used if more than one by-law is applicable, AND/OR more
than one application is being submitted. To enter the first by-law
number:
- click "Multiple By-laws"
- enter the first by-law number
- enter amount
- click "Recalculate Loan Payment"
- a new window will open called "Repayment
Schedule"
- under Recalculation Options, select
payment type
- change to the appropriate term
- type in the deferment term, if applicable
- click "Recalculate Loan Payment"
- the Repayment Schedule will refresh
based on the new information
- print the Repayment Schedule, if required
- important: click "Transfer
to Form" (payment info will transfer to DLW), click OK
- click X to close the window (top right
of screen), which will take you back to the Multiple By-law entry
screen.
To enter subsequent by-laws:
- click refresh (to show payment on the
first by-law)
- then enter the second by-law number
and repeat steps (c) - (m) for any other by-law entries.

Parts 2, 3, 4 and 5 of the DLW
- Complete all applicable sections of
Parts 2 to 5.
- The final sections of the Debt Limit
Worksheet will now display Yes or No answers for the
following questions. The numbers (i) to (iv) refer to sections
of the form.
- Does total debt for calculation of debt limit (i) exceed debt limit
(ii)?
- Does total service on debt (iii) exceed service on debt limit (iv)?

Retrieve/Store: Retrieval and Storage of Worksheet Sessions
- Retrieve/Store
(To be used for first borrowing during the current year)
To Save
- click "Retrieve/Store"
- click "Save" from form
(this is to save a cookie for the next session)
- click OK (save info to cookies)
To Print
- click "Prepare for Printer"
- click "Print"
- click "X" (to right)
to exit
- Retrieve
with Update (to be used for second and subsequent borrowing during
the current year)
- click "Retrieve/Store"
- click "Restore with Update"
(i.e. to add new application since last borrowing)
- click OK, OK & OK
- complete all information on the worksheet
related to the new application
To Save
- click "Retrieve/Store"
- click "Clear Cookie" (to clear
last save session), OK, OK
- click "Retrieve/Store" again
- click "Save information to Cookies"
(this time to save a cookie for the next session)
To Print
- click "Prepare for Printer"
- click "Print"
- click "X" (to right) to exit

Clear & Start Over:
To be used to clear the worksheet
and re-enter information on the DLW if required. Please note:
if the previous session was saved, click "clear cookie" to
clear the worksheet that was previously saved in order to start a brand
new (with no information) worksheet.

Printing the DLW
- click "Prepare for Printer".
- click "Print".
